David Gibbins

David Gibbins
Executive Chairman
Mr. Gibbins spent 27 years with the Royal Bank of Canada, retiring in 2003. At the time of his retirement, Mr. Gibbins was a member of the Executive Committee of RBC Capital Markets, the investment banking arm of the Royal Bank of Canada, and a member of the Operating Committee of RBC Global Markets, with responsibility for a number of its businesses worldwide. Mr. Gibbins served as an advisor to a number of Central Bank Advisory Boards, namely the Bank of Canada, the European Central Bank and the Bank of England. He currently serves on the Board of Directors for Genworth Mortgage Insurance Corporation Canada, Greenfield Financial Group and CERTIF Media. He is also actively involved with EVA’s Initiatives, a charity that works collaboratively with homeless and at-risk youth. Mr. Gibbins is the recipient of Rotary International’s Paul Harris Fellow Award. He holds a bachelor of commerce from Concordia University in Montreal and resides in Mississauga, Ontario.

Phil Richardson

Mr. Richardson is Chief Executive Officer (CEO) of PCAS, responsible for the development and execution of the firm’s business strategy, including the company’s day-to-day operations. Prior to joining PCAS Mr. Richardson was President of Pro Oil Management Inc., a high-growth Canadian services company. He was Commercial Director of Viridor-Richardson Ltd. in the U.K., a division of Pennon Plc. Prior to the acquisition of Viridor-Richardson Ltd. by Pennon Plc, he served as the company's CEO for 12 years.

David Archibald

David Archibald
Director, Chair of Governance Committee
Mr. Archibald is a native of Halifax with degrees in both Commerce and Law from Dalhousie University. Mr. Archibald has had an extensive career as a lawyer and business leader, initially with Gulf Oil Canada then Nortel Networks (1979) where he was Vice President General Counsel and Secretary for all of its Canadian and International subsidiaries, as well as several of its global business units. During his career with Nortel, Mr. Archibald also had executive responsibility for Security, Public Relations, Purchasing, Real Estate and Logistics. In 2009 after Nortel filed CCAA proceedings, he was appointed by the Superior Court of Justice (Ontario) as one of three representatives to represent the interests of the pensioners and former employees of Nortel in court proceedings. Mr. Archibaold currently serves as President DRGL Property Corp., a private investment company. Mr. Archibald is on the Board of Governors of the University of King's College, is Chair of its Governance Committee and serves on its Executive Committee. He is also on the Govering Council of Sunnybrook Hospital. Mr Archibald joind the PCAS Board of Directors in 2009 following an investment in the company in 2008. Mr. Archibald is Chair of the Governance Committee and a member of the Human Resources Committee.

Kym Anthony

Mr. Anthony is CEO of Mackie Research Financial Corp. and Chairman of the Board of DFGIA Corp, a New York-based asset manager, and Owner and Chairman of Top Meadow Investments. Mr. Anthony was a former Board Member, President and Chief Executive Officer of Dundee Securities Corporation, Deputy Chairman of Dundee Wealth Management and Executive Chairman of Dundee Wealth Bank. Mr. Anthony is a former President and Chief Executive Officer of National Bank Financial, the investment banking and capital markets unit of National Bank of Canada. He is a former Chair and Chief Executive Officer of TD Securities and a Vice-Chair of TD Bank. Mr. Anthony is Director of ComDev International, Prometic Life Sciences, the Canadian Opera Company and former Chairman of the Investment Dealers Association of Canada.

Jean Joubert

Mr. Joubert is a former Vice-President of International Business Development, Express Scripts, Inc., one of the largest pharmacy benefit managers in the United States. He is also the former President of ESI Canada, a provider of dental, healthcare and pharmacy benefit management solutions to insurers, third-party administrators, the public sector and the pharmaceutical industry. ESI Canada is a division of Express Scripts, Inc.

Dr. Dante Morra, MD, MBA, FRCP(C)

Director
Dr. Morra is the clinical site director of General Internal Medicine at the Toronto General Hospital, an assistant professor in the Faculty of Medicine at the University of Toronto and is cross-appointed to the Rotman School of Management. His work in system transformation has been recognized with numerous individual and team awards, including the 3M National Quality Award and the Goldie Award for leadership. He is an award-winning teacher and serves as the Manager Theme Director for the undergraduate curriculum in the Faculty of Medicine and the associate director of the Center for Inter-professional Education and Collaboration at the University of Toronto. Dr. Morra is the co-founder and medical director of the Center for Innovation in Complex Care, which pioneers new models of care, with the goal of healthcare transformation. His research focus is in hospital-process improvement, healthcare innovation and the effective allocation of resources. Dr. Morra and his research have received national and international media attention including recent articles in the Toronto Star, Globe and Mail, MacLean's and the New York Times.  

L. Jacques Ménard

L. Jacques Ménard is Chairman of BMO Nesbitt Burns and President of BMO Financial Group, Quebec. Mr. Ménard is currently a director of PharmaTrust, Claridge Inc., Stingray Digital, Westjet, the Montreal Alouettes, the Montreal Symphony Orchestra, the Institute for Research on Public Policy, the Trudeau Foundation, the Gairdner Foundation, the Macdonald Stewart Foundation and the Junior Achievement of Canada Foundation. He is Chairman of the Board of Youth Fusion and Mobilys. He also served as Vice-Chair of the Federal Task Force on Financial Literacy.
Mr. Ménard is Chancellor of Concordia University, his alma mater, and is a member of the Task Force on Competitiveness, Productivity and Economic Progress of the Rotman School of Management at the University of Toronto.
Mr. Ménard is a graduate of the University of Western Ontario (MBA,1970), Loyola College of Montréal (B. Comm., honours Econ., 1967) and Collège Sainte-Marie (BA, 1966). He has received honorary doctorates from York University and Glendon College, Concordia University, the Université de Montreal and from the Université de Sherbrooke.

He is an Officer of the Order of Canada and an Officer of the Order of Québec.

Mark Hilson

Mr. Hilson is a Managing General Partner of Romspen Investment Corporation and oversees the fund’s overall operation and performance.
Previously, he worked for 22 years at Onex Corporation, a global top decile performing private equity firm, where he was a Managing Director. Prior to joining Onex, Mr. Hilson was an Associate in the Mergers and Acquisitions Group at Merrill Lynch and a Brand Manager at Procter & Gamble. Mr. Hilson has an MBA (George F. Baker Scholar) from the Harvard Graduate School of Business Administration and an Honours Bachelor of Business Administration degree (Gold Medalist) from Wilfrid Laurier University. Mr. Hilson has served on numerous public, private and not-for-profit boards and in 2011 was recognized as one of the top 100 graduates of Wilfrid Lauier University.

Donald Waugh

Donald Waugh

Mr. Waugh was previously responsible for leading the strategic direction of the company. Prior to the startup of PCAS in 2006, he had built three successful technology companies - Quasametrics, a developer of storage systems for the computer market place founded in 1994; Coolwater Ltd., an Internet access and marketing company, whose clients included Royal Bank of Canada, JVC Canada and Echoworx Corporation, a pioneer in secure email technology founded in 2000. In addition to his current responsibilities with PCAS, Mr. Waugh is Chairman of the Board of Applied Recognition Inc., a company that specializes in the application of face-recognition technology. He began his career as a Certified Management Accountant and was involved in overseas development work for the International Development Research Centre before becoming Chief Financial Officer of the Institute for Space and Terrestrial Research.
